Gaddafi outlines plans for a United States of Africa
At an African Union Executive Council Session in Tripoli, current AU Chairman and Libyan leader Col Muammar Gaddafi has outlined his vision of a more integrated Africa. Over 60 ministers, delegates and leaders gathered for the meeting where the Libyan leader has set out his proposals for a pan-African government. The new African Union Authority would replace all current bodies and would be run by three coordinators. Col Gaddafi also envisions a single African currency, military force and passport system. The AU Executive Council would also appoint a head secretary to be in charge of foreign affairs, while economic development would be spearheaded by the New Partnership for Africa's Development (Nepad) which would also administer foreign trade. The AU Peace and Security Council would oversee the continent's defense issues. Col Gaddafi suggested similar ideas at the AU summit held last in February in Ethiopia but the plans were met with disagreement.
