Uganda Plans Anti-Homosexuality Bill

The bill further bans the "promotion of homosexuality", and proposes a 3-year prison term for anyone failing to report homosexuals to the police. If the bill is passed, what is its potential impact on civil society, development and sexual health in Uganda?
